The elders are so audacious because the duke apparently never punishes them or sets them any particular limits. That's extremely dangerous behavior from the duke, so who knows why he's handling the elders like that.

Fundamentally it seems like they run everything he doesn't. So while they're absolute bastards, certainly, just killing them all or sentencing them to death wouldn't be very productive. But that's just a guess.

If this story doesn't even emphasize in the future that he's looking to deal with them, then that's the real problem.

Killing is not the only punishment method. The duke doesn't have to kill anyone (yet). But he needs to punish them assert his authority.

I sure do love it when outspoken characters suddenly lose all their autonomy because it's convenient to the plot so it can railroad into a stupid fake tension point and then suddenly create some new trauma she never had to make her doubt something she already knew from the start, just to have a cheap closure moment to distract people from the fact that the writer has no idea what they're doing with this story.
