It's most likely Tia knew about the human trafficking going on in the casino. She did have a really extensive information/spy system in the other timeline. Wouldn't be surprised if she used this info to get her bro in good graces or used it to blackmail this guy.

Hmmm I feel like Tia already knew about all of this. She's a capable woman and probably wanted to use this as an opportunity to correct things she overlooked in the past. I'm not sure though. Anyways, I feel like she may also use this opportunity to get the jewel herself seeing as how she's played everyone already. Tia is bright and she knows how to play her cards well.
