@Remedil In visual stories like comics/manga/webtoons/etc. the placement of speech bubbles matters. If Ashe was mad about the idea of having to make a new law, then the speech bubble where Vica talks about it would've been on the panel (or right next to the panel) where Ashe is shown mad. But it isn't. Instead, on the panel where Ashe is angry, Vica's speech bubble clearly talks about catching the culprit of the tax scheme.
I do admit that Ashe was a bit annoyed about the idea of having to make a new law - which is shown by him slighlty crumpling the papers he's holding on the panel where he says it's a pain - but otherwise he's pretty level headed about it. He only loses his cool the moment Aria, aka the schemer, is brought into the convo.
