I mean besides everything this kingdoms laws are hella fucked up if, even if it was a high noble, were to just vandalize commoner territory just like that and go off scott free. Youd expect even nobles have laws to limit their actions, they might as well demolish everything they please that is of commoner property

It's an imperial law and the imperial family is very weak. If the Emperor tried to impose actual punishments beyond a small fine, the anti-imperial nobles would probably threaten to rebel. It also seems like the two trash noble families have been bankrupting middle class citizens with any influence and buying up their property, so the commoners' capability to retaliate outside of striking/being killed is low.

Would be interesting if a Korean author knew about the Secessio Plebis, when the commoners of a city in Rome protested their loss of representation in the government by literally leaving the city en masse. I wonder if that would work against a feudal government though.

That's probably why the nobles aren't going crazy with the destruction of commoner property. Even these nobles can't handle a full blown commoner uprising easily (especially with magic mixed in), and the cost would outweigh the gain.
