But if someone is high rank because they are strong and as is implied through context someone can not gain a high rank if they are not strong, then being high rank has to mean someone also has to be strong, contradicting the first part.
Basically the first part says that strength is not a requirement for being high rank, the second part says that it is.
My only guess is that the TL also got lost.

Yeah, the whole point seems to be that the guildmaster is telling the dude to go "git gud" before even thinking about advancement, which he obviously wasn't doing by paying people off to hunt for him.
