In doing so, he made himself the leader, and took on related responsibilities. And since he was already a leader of a party, he should know what needs to be done to ensure a reasonable level of cooperation.

The heroes in this series aren't that type of hero, they are just the top adventurers.

This hero is clearly not an adventurer. He's more like a Church-trained spellcaster. Which is why it is strange that he lacks virtue so much.
Every organization has its own ways of choosing "heroes", although appointing top adventurers is certainly a valid way.
