To be fair, the manga was probably in production either at the same time or after Shin Kamen Rider was filming, so everything probably wasn't set from the get go as to try and do that (and also the problem with Shin Kamen Rider as a movie was trying to shove both an entire season of Rider and doing a proper homage to the original in the span of a single standalone movie's runtime, which this manga helps alleviate but ALSO kinda retroactively worsens ).
