Ah here it is, the start of the betrayal.

This "Younger School Years" arc is getting annoying. Like every chapter we get informations about cliques, or their leaders, or their schemes... yet near the end it doesn't even matter since some outside force is doing something else and they need to deal with that. Then we get update on cliques and other stuff... so information from before is irrelevant anyway...
Moreover in the end we know how it look after the years so it feels like after dealing with whatever this story is about, it will never be relevant to anything...
Very filler-alike chapter.

It is most likely a set up for the next arc. Also with how Kamachi writes his stories it could be important, relevant information for another part of the franchise in the future.

very unlikely. Sha's family already went into ruin, we know that she's just trying to get her revenge against the school and will fail (because we already know the future and in there Sha is non-existence). The chances of her being relevant again is, imo, next to none.

This arc is honestly a filler arc, to give Komachi some time to figure out the next arc of Railgun that won't contradict with Index.

It’s a backstory arc, like all of railgun from the earliest inception was a filler side story when Komachi realised he wanted Misaka to be the main love interest. And so used her as a plot device to explain away the rest of academy city. Because really without railgun to add the much needed depth this world of index is a jumbled mess. Although he did later fix this glaring issue when writing the New Testament series (Shinyaku Toaru Majutsu no Index).
