Why are you complaining about the morals of AC? I thought that it was established since the Kihara arc that AC runs on information monopoly, and whoever has the most information that CAN be used and KNOWS how to use it is on top. Morals are irrelevant for a great part of the city scientists.

Probably. I don't remember much info about IB dragons, but it has been said that they go from person to person. Wouldn't surprise me that they are also outside AC but, since there's no esper programs out there, it doesn't show any effects.
This isn't the first time some scientist treats child errors as disposable lab rats, not that they'd care even if they weren't child errors when they did their dubious experiments to Misaki and her friends too.
