@Acolytus, that's lack of development on Science side, however Level 6 Misaka and Level 6 Accelerator would grow to be absolute mosnters, both have the potential to do the exact same thing. Which is control atoms and force literally any chemical reaction whatsoever. Which would effectively allow them to control anything. One though direct manipulation with Electromagnetism, and the other indirectly, forcing those same reactions through redirection of vectors.

Also, is Kimi’s ability like Touma’s but she absorbs the supernatural ( kinda like Salome’s external sacrifice) instead of just negating it?

@Istvan90623 and that saint wasn't even serious if she wanted she could've killed Misaka, Misaka was also using Magnetism to keep up with Brunhild, Saints are above Level 5's only Accelerator and maybe Kakine can beat them but Magic side might find a way to suprees Kakine like how they have a way against Mind control

@AJ007 I feel like level 5's are usually really downplayed in the series. We know of their power in general and what that means, but we barely see all the way they can use them. The only times we saw 5's really going out was with Accelerator, Kakine when he fought Accelerator, and sometimes Gunta in Railgun. If you look at Misaka, you'd think that a saint would wipe the floor with her, even if they don't go all out, and yet she held her ground against Brunhilde quite well. During the Daihasei, Misaka barely went over level 5, and she would've been able to destroy most of the city in one hit, that's something that only a few saints could do, like Fiamma in his prime or maybe Aqua.

@Istvan90623 nope Saints are above Level 5's Misaka was running and using Magnetism, Misaka has 1 Billion output so nope she ain't Destroying most of the city
