You missed the point.
Them implying there was an extra planned level 5 that far back tears several holes in the facade AC has about everything and Uiharu's brain just glossed over it.
Heck. even if they said 7 level 5 it would give pause because Misaka didn't reach level five until somewhat recently and that file/experiment predates that,. but having the "wrong" number draws attention to it.
Basically she's doing a Mikoto where she sees evidence of something huge and just makes up a bad excuse to not shatter her worldview.

If you're having trouble realizing what she glossed over. She basically got all she needs to know what the parameter list is and that it exists but decided it has to be scientists talking funny/wrong on a report despite that being what you absolutely don't do on a data report.
It was the equivalent of George RR Martin accidentally tweeting out a picture that shows Jon Snow is a Stark or Jk Rowling saying that Snape kills Dumbledore back in season/movie/book 1 and thinking it's a typo.

Oh shit, wasn't expecting holistic espers to come up again. It's been a while since that topic has been talked about in the novels (New Testament Vol 4-6).
If Kimi is #9, then I'd say the #8 would be Takitsubou Rikou, given that of all the current lvl 5 candidates, she's the closest to reaching lvl 5.
There's also the Beginning Child, who's said to have the power of a level 5, so maybe she's #10? (Then there's the question of characters like Awaki, Junko etc. Will Kamachi allow for them to reach it as well, or is that unlikely, given their traumas etc?)
There's also the part where Uiharu casually sees something pretty big, but decides to ignore for whatever reason (alludes to the Parameter List). I think what RamenRider is saying might be right in that AC is the reason why Uiharu so easily overlooked it. Eh, we'll see.

Honestly though, I kind of wanted Kihara Noukan to come in here at some point to deal with the dragon, but there doesn't seem to be any sign of that happening.

After everything that's happened in the novels, especially NT 22 Reverse, I think the reveals here just pose even more questions about the black box that is Kamijou Touma.

Well, TBH Uiharu powers were always ... well, understated. They were always described as keeping something at a certain temperature, something that seems plain ... until you start thinking about it and notice that to keep something at a certain temperature you need to either summon/sink thermal energy from/to somewhere and that you need to control the average speed of vibration of all the molecules of the thing to keep at a certain temperature. That is atleast Railgun level stuff, maybe even Accelerator level if pushed to the limits...

I would not be surprised if Uiharu being such low level is just because she is a well grounded person and not bat$hit crazy like most high levels Crazyness is a serious booster to AIM derived powers, remember ...

Somebody checked the timeline and that report was talking about 9 level fives while Mikoto was 3 years old. It's reasonable to say Mikoto hadn't even applied to the esper program by that point. Most of the lv 5 are similar age, so any other lv 5 not born in AC was probably unknown even to AC.
