No. The steam is a debuff to Kuroko's transportation. She literally can't see more than a foot ahead. So, basically Kuroko has a hard time fighting Kiyoshi because Kuroko doesn't want to risk Kiyoshi's life or health.

Kuroko probably doesn't have the ability to teleport that quickly. But yeah it'd be cool if she did thatWhen she stopped midair I thought she teleported in place repeatedly which could be a cool tech unless that counts like teleporting into yourself.
Well yes. Why would Kuroko use lethal force, she's in Judgement not the American police force. She's teleporter. She's overpowered anyway. But the effect is vastly reduced when she needs to be considerate. Otherwise she could always teleport a metal spike inside Kiyoshi's body cavity. We saw Kuroko having an opportunity to teleport herself during their fight. She could have teleported the spike instead. Or she could teleport Kiyoshi herself 500 meters above ground. Now, apparently Kiyoshi might actually be able to land by using jets of steam, although I'm not sure of that and Kuroko probably isn't either, so she might consider it lethal instead. But even if Kiyoshi could do it, would she still be able to fly like a bird? If she couldn't, Kuroko would have plenty of time to deal with her.
That's exactly what I said in my first comment. Not that the American cops would be the only ones in the world that would shoot at a violently resisting offender. In fact the cops from every country would, except for those in the UK. Because the UK coppers don't carry guns. But don't forget she's fighting against someone collaborating with a real terrorist. Kiyoshi escaping could lead to more wide-spread damage, for all Kuroko knows. So, the stakes are higher than just Kiyoshi or Kuroko alone.Well yes.
