Feels like they could easily have not banned her from flying and instead just enforced her training in secured locales until she can. Not as if it seems they (mages good enough to be useful, or mages at all) seem common, so they should want to care more for producing talents that do stuff right, than simply ban ppl outright until they do it wrong later on anyway.
