It not matching is intentional + part of the joke, yeah. Having the tally mark on the thigh with something like creampie (中出し/naka-da-shi) written next to it is a common hentai trope, so it's what your kneejerk reaction is supposed to be for what it says.

But what she actually has written on her leg swaps the 出 for 山, and instead of a single vertical 3-character word with a tally next to it, it's actually intended to be read as two 2-character words, one horizontal and one vertical:
中山 = Naka-yama
正し = Tada-shi
So the joke is that it's literally just her boyfriend(or whoever)'s name written on the inside of her thigh, but in an "unfortunately" confusing way that makes her look like a hentai thot at first glance.
