I'm not getting the delinquent part. Does it mean something different in Japan?

The meaning of "delinquent" varies. In some cases, it's close to what you'd call a "problem child" or "troublemaker" in the US - just somebody that doesn't follow all the rules and doesn't flow with the crowd. Conformity is a big deal in Japanese culture so if you refuse to conform, you're often considered a delinquent.

Sometimes gyarus are called delinquents for the reasons above, but they're really their own kind of thing.

In other cases, it's more like "punk" is used in the US - referring to a specific subculture with its own set of norms. Japan had something like that called "Yankī" going back to the 70s. It mostly died out in the 90s and 2000s. There are a lot of manga about this subculture. It's not really my thing, but I enjoyed Angel Densetsu and Cromartie High School.

Your confusing Japanese LN/Manga with high art... There is never anything realistic in these art forms. It is simple wish fulfilment for beta simps. I appreciate your frustration, but you are swimming against the current and exhausting yourself by expecting more than is possible from a magpie nation that is devoid of creativity and that excels at refining things to make them better. Personally I think he is a smarmy cretin, but I like the tsundere and her sister is fun. Out of both of them, I find him to be the most unrealistic, stepping into fights with nothing but words and a smug face. However, I'll stick with it for a bit, since I do like SoL simple romance without the pathetic harem. So while I can fault it, it is still better than others.
