Do eagles and hawks eating pigeons, them being birds or humans and chimps eating monkeys, being mammals are considered cannibalism?
It's the same for a pixy dragon eating a red dragon

Dora has already gone over the topic in an earlier chapter. It's the same vein as falcons or eagles swooping in to kill and eat chickens. They may both be birds (dragons) but they're not the same species, hence it is not cannibalism to them.

Thinking about it, given these gods doesn't have access to these goods aside from offering, they probably didn't create these out of magic, but operating as some next-minute transport system.
