I don't think she's literally the landlord in the sense that she owns the bulding, but she's probably the person that is in charge of that unit, as in she's probably the one taking care of Himari Kosaka since both her parents are dead. We already know who this woman claiming to be the landlord is, after all- her name is Isaka Sanae and she's one of the teachers at Otogi Girls High School, where Kaguya and her friend circle go, and Yanagi-sensei's senpai. She's a teacher, not a landlord, and this is her apartment. Just isn't clearly explained what her connection to Kosaka is outright as of this chapter.
