Yeah, that's the why. Appropriate level of censorship for the marketing restrictions, for a medium that confines itself to marketing restrictions (unless you self-publish).

Still though, one thing I learned in school was that you don't need to censor if it's art. Look at what Robert Maplethorpe got away with! This chapter took the concept way beyond prurient interest. It's not just erotica or hentai; it transcends them.

For this to remain constrained by marketing restrictions is sad, and why I think that commodity capitalism is bad for art in general.
