That page also mentions loyalty to the president as one of the factors for their recruitment. That factor may be weighted more heavily than actual competence.

The way this country has been portrayed so far gives me the impression that it's one of those military dictatorships that simply calls itself a republic and the skills of the elite unit may be exaggerated to dissuade the populace from asking for things like fair elections.
