I don't think (in games) Reimu (in particular) is that proactive about solving incidents before the incident starts bothering Reimu herself, so at least it is in-character.For most of this series I was a little bothered as to how the youkai are practically invading the village and no pro-human faction in Gensokyo did anything to stop it. They haven't been invading the village really, some interaction between youkai and humans are necessary for youkai to exist after all. As long as the Geidontei crew aren't aren't disturbing the power balance between youkai then they aren't doing anything wrong. Yukari knows what they are doing and are letting them do it while wishing she could join. What Mamizou did/achieved last arc was far from harmless and is affecting the balance of power in Gensokyo ever so subtly. The point of the last arc was that no one suspected that the tanuki were marking houses. In no way did it cause more fear of tanuki in the human village. Also yeah Miyoi isn't playing barkeep because she likes the humans, she is doing it because Suika wanted to drink after hours. So I don't think what the Geidontei crew are doing is harmless anymore. ZUN even said recently that Miyoi is not innocent when asked if she was an antagonist or ally, though still leaving open whose side she is. As with FS and WaHH, Lotus Eaters is panning out to be one of those incidents that will get serious and boil down very quickly (instead of the drawn out affairs of SSiB/CDS).

Actually the problem is that Mamizou is pushing Reimu's authority without her noticing how bad that is in the big picture mostly because Reimu acts only on intuition and her intuition is still not pinging what is happening as a problem, but if Mamizou can do what she is doing with impunity other youkai will jump at the opportunity to do the same and those may not be as "harmless" as the tanuki here. Miko told Reimu of her plan exactly because she was going to directly antagonize youkai operating in the village. She is foreseeing this thing escalating into a fight (and well, it did) and making Reimu aware of "whose side she is" will help her faction if the fight gets ugly enough that Reimu needs to get involved.The thing about Miko's scheme that impressed me the most was that she bothered to tell Reimu about it beforehand. I'm struggling to remember the last time somebody actually kept her in the loop.
