For most of this series I was a little bothered as to how the youkai are practically invading the village and no pro-human faction in Gensokyo did anything to stop it. Good of ZUN to address that with this arc.
I don't think (in games) Reimu (in particular) is that proactive about solving incidents before the incident starts bothering Reimu herself, so at least it is in-character.

Reimu asking Miko if she's planning to go nude in order to make a spectacle of herself is the closest an official Touhou work is every going to get to a hentai doujin.

Crack ships have been built out of less... Much, much less, actually.

For most of this series I was a little bothered as to how the youkai are practically invading the village and no pro-human faction in Gensokyo did anything to stop it. Good of ZUN to address that with this arc.
They haven't been invading the village really, some interaction between youkai and humans are necessary for youkai to exist after all. As long as the Geidontei crew aren't aren't disturbing the power balance between youkai then they aren't doing anything wrong. Yukari knows what they are doing and are letting them do it while wishing she could join. Miko is an extremist who believes the human village should be completely free from youkai influence.

What Mamizou did/achieved last arc was far from harmless and is affecting the balance of power in Gensokyo ever so subtly. After last arc I wouldn't even be surprised if Yukari intervened, but Miko getting involved is even more interesting from a writing standpoint.

So I don't think what the Geidontei crew are doing is harmless anymore. ZUN even said recently that Miyoi is not innocent when asked if she was an antagonist or ally, though still leaving open whose side she is. As with FS and WaHH, Lotus Eaters is panning out to be one of those incidents that will get serious and boil down very quickly (instead of the drawn out affairs of SSiB/CDS).

Also yeah Miyoi isn't playing barkeep because she likes the humans, she is doing it because Suika wanted to drink after hours. If Suika wanted to raze the village to the ground, Miyoi would probably help her if she got to stay in the gourd.

The thing about Miko's scheme that impressed me the most was that she bothered to tell Reimu about it beforehand. I'm struggling to remember the last time somebody actually kept her in the loop.

The problem with that is that it caused the village to lose some trust in Reimu. Which is a major problem as she is supposed to be on the side of humans. If that trust is gone and the village sides with Mamizou, the whole village might be annihilated.

Reimu doesn't need the human village to trust her, her shrine is known to commonly have youkai visitors after all. Also even if Reimu is taken out of the picture, the youkai influence is deliberately at a stale mate between multiple sides. Mamizou can't start scaring people with tanuki more without the tengu and others factions wanting to throw hands. Plus like the 5 ultra strong youkai that want Gensokyo to continue as is and would personally stop anyone seeking to destroy the balance of Gensokyo.

The face Marisa makes on page 569 (5 times nice) to imitate Miko made me laugh hard.

Actually the problem is that Mamizou is pushing Reimu's authority without her noticing how bad that is in the big picture mostly because Reimu acts only on intuition and her intuition is still not pinging what is happening as a problem, but if Mamizou can do what she is doing with impunity other youkai will jump at the opportunity to do the same and those may not be as "harmless" as the tanuki here. What I am assuming now is that Reimu's intuition lead her to let Miko do her thing and see what happens from there.

Ofc Mamizou pushing her influence too far at worst would lead to her getting a gentle beatdown (by Reimu, Marisa or Yukari) and the status quo maintained, this is Touhou after all, but what Mamizou is doing is dangerous in the sense that she is extending her reach into the human village probably over the limit that it is acceptable to the other factions (see Marisa and Miko this arc) and thus will encourage others to do the same and turn the village into a warzone. This was what worried Reimu about Gendontei at the beginning of the series and made her keep an eye on Miyoi and now her fears are coming into fruition.

Miko told Reimu of her plan exactly because she was going to directly antagonize youkai operating in the village. She is foreseeing this thing escalating into a fight (and well, it did) and making Reimu aware of "whose side she is" will help her faction if the fight gets ugly enough that Reimu needs to get involved.
