Nitori's been all over the place with that. Didn't like Kanako showing up, then liked her when she learned the kappa could benefit from her, then was fed up with religion in general by Hopeless Masquerade (where I think someone says that the kappa have "faith" in their own gadgets instead).

But this is consistent with how terrified she was of Yuugi in Subterranean Animism (the oni being the former top dogs of Youkai Mountain), enough to drop her sass and start grovelling.

It's not the first time the kappa have been associated with dragons either (which should be natural given dragons' role as river deities). They built the Dragon God Statue in the Human Village, and had a dragon in their planetarium show in Wild and Horned Hermit IIRC.
