The costs come from sales crowded-out by the content being made freely available.

The benefits come from people being attracted to the content and then buying the licensed stuff.

Love♡Bullet gives us a fine example of the latter. When sales of the first tankobon were low, the scanlators put-out word, and many Americans and two Canadians bought copies to boost sales, even though most of us can't understand enough Japanese to read the original.

The publishers understand these benefits. So they will strategically ignore piracy by which they don't feel injured.

You as a scanlator are most likely to be tolerated by the rights-holders if you select work such that you might plausibly help sales.

And the non-scanlators here can help if they actually friggin' buy the licensed translations when they come-out; though, frankly, turning things around might not be possible anymore.
