What do I need to translate a manga in another language from english?

You can, but it's very limited and the lack of quality might piss off readers.
There are many free image editing programs like Krita.

Yeah, I saw by myself that Paint it's that good for this kind of works.
I used it because both Krita and Gimp (as suggested in the guide on this site) are softwares too complicated to use for me. I guess I just have to give up.

In that case, you can look for other fans of the manga you're translating who can help with cleaning/typesetting.
The recruitment forums are good for that.

GIMP takes time to learn, but once you've created a bunch of pages, you'll find that you're able to work much faster.

Regarding translating, please bear in mind that it's not just a case of 'Japanese to English'. People don't realise that 'translating the culture' also takes a lot of time. ...this can depend on the type of manga you decide to translate, though.
