Looks like he really is a "papa" to felicity. Also seems he just appeared out of nowhere. I had been assuming he was brought over due to Sylvia's father's experiments.

Hey sorry, this is a super old comment but he WAS brought over from that experiment. Sylvia witnessed the experiment from a distance and it exploded in a similar fashion. They also said they were lucky the experiment happened in a junkyard so they didn't have to worry about the damage. An area similar to what's shown.
