The style looks the same to me. The front is tied with those two little ribbons with those yellow diamond shaped things on them, the shape of the bangs is the same, and the length is about the same when you look at her from the back. It looks shorter from the front because the cape is in the way. They also both have that collar with the diamond shaped gem on it. These traits also match the girl in the first chapter who saw him shopping and thought "Wow, that guy's gonna get himself killed. Not my problem," but that girl had her hair drawn lighter.I don't think that's Fyne on the cover. Fyne's hair looks to be light brown while the girl on the cover is a blonde with her much longer hair worn differently.
It is an isekai. Isekai isn‘t limited to reincarnation.The word “isekai” means “another world” literally, but as a genre it does not just mean “any fantasy where our Earth in not the place where the events of the story happen”.
On the contrary, it needs a reincarnated (or summoned) person from Earth for the story to become an “isekai”.
Hence this story is not an “isekai”.

Just because the theme includes reincarnation and the word isekai is in the description.. *Cough *cough…I mean title. Doesn’t mean isekai is exclusive only to reincarnation/summonings (to another world).
By your definition Escaflone would be an isekai and The Eminence in Shadow wouldn’t be.
