They have. it's why there's 2 words for "hero", "Eiyuu" and "Yuusha", Eiyuu is the merit based/fate said so, while yuusha is much more of a title. When a story has both you might see it translated as "Hero" vs "Brave". Granted, i can't guarantee consistency of this use, but there is a difference for earned vs bestowed
