On top of that, there was also the fact that they WERE getting water regularly, as if to ensure the scam tricked them for long enough.

Also, who would want dams, outside of MC's territory, when they have spirits supplying the water for them?

To my understanding, spirits only care about fulfilling contracts. They don't care if a contract benefits the humans, or if there's any underlying plot behind it.
