Honestly, the whole setting feels obnoxiously forced: stupid and nonsensical "rules" and "norms" keeps getting introduced just to push a single plot point, and then immediately forgot.
For example, the "we can move from station to station only every two years": first of all, it doesn't make any sense, if you routinely drop into the atmosphere and come back, you can easily move to another station. In fact, the moment the author didn't need this gimmick anymore, and instead wanted to push the fact she is chased and ready to run at a moment notice, the "rule" is immediately forgotten...
Also, what the hell is wrong with their dresses? If you are going to spend hours suspended in breathable gel, in a 2G field, and performing high-G aerial manouvres, you certainly don't want to do it in a laced night gown, a maid cosplay, or whatever Diode will wear next chapter: you will do it in form-fitting diving suit, maybe with legs compression zones, preferably made of a very washable material.
Also, also, the fucking is that piece about "leisure activity vessel"? It is not something for flight control to decide! Do you have a fishing license? A fishing ship? A fucking fishing business? If the answer is "yes" than you are already green to go, and flight control can go fuck themself; if it is "no", then you can't just go and be "can I please not pay taxes?" anyway, male or female doesn't matter...
