It was clear that for the human nobles and the king considered them as tools, and political tools in particular, they care about their physical wellbeing, not about their overall wellbeing.

They don't have the power to negotiate, their only coin would be their own death, but that was clearly a loose,loose for everyone included them.

As to negotiations, There's no need for them to die they can just not travel to the miasma, or they can just provide their services exclusively to the country that gives them a deal they like. The mer or avian people are good examples.
