That's not a logical conclusion from that information. If you want humans to kill each other efficiently and your assumption is "they need an enemy to not fight" the logical conclusion is "they'll only start all fighting if they no longer have an enemy to unite against"

Which is of course a really weird conclusion that doesn't make sense to humans, but exactly what a purely logical being would get from that information. Maybe she'll also apply some common sense and figures out that pure peace wouldn't work, she'd need to somehow brainwash everyone into a 50/50 split of enemy and ally with preferably half of each half disagreeing on who's who. Maximum strife. But she's not exactly showcased a lot of common sense so far.
