At this point of this story, I think so.

Prior to when Ueno declared to Riku that he won't get in the way of Moka's happiness, I was skeptical that Ueno would even date Moka until end of series, if at all. He may see Moka as a source of inspiration, but to see her in a romantic light? Not sure about that.
