Kuro didn't do anything to Shinobu/Nekohira. I think it's been hinted several times that he can only maintain his consciousness as a human being for only a period of time. Go check the chapter in which he met Saruta when he's trying to attack Suzuki, for example. He even mentioned "I want to die as a human", if you think I'm reading too much into it.
