It sounds like its just a silly joke, but a rabbit's butt is really sensitive and their tails come off super easily.
It's one of their defense mechanisms when being chased by predators as they often aim for a rabbit's flanks or tail.

So, being smacked in the butt makes for a good non-lethal punishment... for fictional rabbits.

(In real life, you should never physically harm a pet rabbit. They are prey animals and need to be able to trust that their owners aren't dangerous.)
