You can clearly see that she passed out in this chapter on page 18. I don't really think Satsuki is going to bother slitting the throat of someone that's passed out. If she wanted to kill her, all she would've had to do is throw her into the pool and let her drown.

I guess she only wanted to scare the shit out of her? I dunno.
