He's willing to manipulate things so bad people die but he also believes that trying to prevent deaths is flipping off fate and thus bad in and of itself. If he knows that someone is going to die on Tuesday at 3:00 PM then he can mess around so that it's Miho dying on Tuesday at 3:00 PM instead of whoever.
