Selfishness is ego... there is no motion without ego, Vincent is right on what he says, but he is kinda wrong too.
One thing i see used a lot in stories with the confrontation about arrogance and selfishness of humanity is how it treats those things as inherently bad, and... it isn't so simple.
Those sentiments are born from the basic "pool" of human psyche, ego, sapience needs an ego to be developed, and from there everything else is formed, from rage and spite to happiness and sympathy.
The "bad" emotions exist as a way to balance the "good" ones, the "highs and lows" of the emotional spectrum... and this is the most basic of basic that I can resume this.
Yeah... Towa was selfish, but she "made" a new life, guaranteed that she would have the love and knowledge she needed to thrive... and in her selfishness, too, she kinda screwed with the Daigiren bastards... can't believe they used their own children to keep going, bunch of rotten fuckers.
There is risk with Towa's actions, but there is something new in it too, something that may bring something better... and there is nothing "good" that is easy to do.

This is an interesting way of looking at it. All sentient creatures are inherently selfish, but its only those with a higher awareness that categorize that selfishness into good or bad is how I look at it. We might be the only creatures around that put moral worth into our actions

it is selfishness to bring a life into the world, its not like you can ask an unborn child if they want to be born or not, so the responsible thing to do is everything you can to ensure the child can have a proper life and be glad they were given one
certainly a lot of layers to this, but she seems like a good mom, itts a shame they never got to meet

Agreed, I am of the thought that every child deserves a parent... not every adult deserves to be a parent.
People are of the thought that children should always be grateful of their parents... there is a truth in this affirmation... but it is the truth.
Bringing a life into the world doesn't automatically make your right to demand gratitude, your effort in nurturing that life is what brings that "right", but even then... like you said... there are layers.
I think Towa is ultimately a good mother... she acted on her selfishness, she wanted to bring a life again in the world, and she put the effort to guarantee Saya would have the building blocks to grow healthy and strong.
But there is a at least one thing you can see where her selfishness acted up... Saya is a "clone" of her deceased daughter, and there is slight hesitation when Vicent mentions if she tried to transfer her daugther concience to Saya, she said she couldn't because she was already dead... but you can see that the desire was there for a moment at least, if her daughter was only incapacitated in some manner but not dead when Saya was being "made"... maybe she would have done it, maybe not too, there were other thoughts for why she did it in the end.
But this is only a little pointer of her actions, in the end... we have what we have now, dissecting "possibilities" too much can lead to recenting even the good we have now.

I dont think its purely because he is an android but probably more so the circumstances that created him. We did see some of his memories surrounding his "birth" and they dont seem good.

Moral is said to be a construct of human thought... some people use that argument to say that in the end morals are arbitrary and by itself a lie... this is a lie.
It is egomania trying to discard individual consideration to take control of others.
Yes... morals are a construct, itself a form of rationalization of behavior, and can be calcified into something inflexible and opressing... that is why we always need to temper things with the true pillar that allows higher thought... empathy.
