I interpreted the woman in the flashback as Misa's mum actually, since the framing was less 'I've had my heart broken' and more 'She's a shell because of love so I'll never turn into that'
Also speaking of shells holy fuck Io is not ok. Like props to flowering I can feel the absence of Io's humanity and happiness just through her posture! She has been fully beaten into the shape her mum and other abuser want and even if she hates it, can't do anything about it. Really makes her scenes with Misa feel extra cathartic.

Personally I don't think the woman in Misa's flashback looks like Io's mom either. I would guess that's probably her older sister or some older friend she knew.
Also I'm not sure how much of drama could that picture even blow up, when they didn't even take the shot of Io kissing Misa lol. it's just them side-by-side, really doesn't mean anything, but maybe people could mistaken Misa's outfit to be some guy I guess.
