I wonder if there's a single criminal in this series who actually genuinely regrets their evil deed and is trying to become a decent person.
He wouldn't know before he checks out the behavior of the criminal. His initial knowledge is always only that it was a serious crime and the criminal didn't sit in prison for as long as the public would have preferred. If he started with only that knowledge, he might then find a humbled man, who works a simple job available for an ex-convict and possibly even does some volunteer work (open to an ex-convict) to make up for his past ill deeds. That wouldn't really be overly satisfying for the readers thirsty for blood. If there is, Jiyong won't find them, will he? His criteria are reincidence and non-repentance, after all.
