He wouldn't know before he checks out the behavior of the criminal. His initial knowledge is always only that it was a serious crime and the criminal didn't sit in prison for as long as the public would have preferred. If he started with only that knowledge, he might then find a humbled man, who works a simple job available for an ex-convict and possibly even does some volunteer work (open to an ex-convict) to make up for his past ill deeds. That wouldn't really be overly satisfying for the readers thirsty for blood.
