Like, even if he had managed to kill Jo Heon then and there, unless he was planning to break into all the cars and destroy the records, his plan to frame the Vigilante would be scuppered by their attack on Jo Heon being recorded.

Unless, of course, Mr Bang was counting on the Field Rat and his puppeteers to jump at the opportunity to frame Ji Yong and bury the dash-cam evidence. In this case, failing to produce the Vigilante crime scene imitation is probably a defeat that will cost the Sam Doo camp dearly.

Could also be that Mr.Bang is trying to lure out the vigilante on purpose, but it would be really odd since they didn't even hide their faces. It really might just be their fuckup in wanting to procure the footage later but failling the assassination to begin with, which inherently ruins all their plans
