It's easy to tell someone to remember what was agreed upon without giving it much thought. The moment she saw what her girlfriend was dealing with, Wakatsuki immediately understood what it felt like rather than her constructed understanding. It's theory vs. reality. One might call it toxic or manipulative, but it was moreso ignorance and inexperience I think.

Also, it's easier to stop something when one has a direct influence, so not being able to stop what was happening made her act before thinking. It's possessiveness, but there isn't enough here to determine if it is unhealthy or not.
