No she isn't. Tomoko has put in a ton of effort into making and keeping friends, she has worked harder than anyone to get over her crippling metal illness-level of social anxiety and some jealous bint comes along and accuses her of being lazy and not earning it just because Tomoko is not appearance-maxing to her standard.

The old Tomoko used to value "popularity" above all else judging people solely based on some imagined hierarchy, current Tomoko values her friends as people. She didn't even realize she was popular until long after it happened because she was enjoying the people in her life and by then she did not care about hierarchies. Mitsuki is still stuck in Tomoko's old mindset, if she valued her friendships instead of worrying about the popularity game and who "deserves" to win it then she would not care at all how many people Tomoko is friends with.

She isn't spitting facts, she's seething like a self absorbed chump.
I did put the asterisk "given she is an outsider"

I hate to say it, but she is spitting some facts and made an acceptable summation of the situation given she is an outsider. She lost all goodwill once she went physical though, and to do it on a pivotal reunion too. Prez hugging Tomoko was probably the moment I realized this series has heart.

She isn't spitting anything except jealous vitriol. Her argument is literally "I had to put in a lot of effort to make friends and be popular so other people shouldn't be able to do it without equal or more effort" which is a bizarre and selfish philosophy to have. She never stopped to think for a moment that the reason she had to "work hard" is because she views and values "friendship" in the same way she perceives others to, as a commodity to be quantified and gamed. She's projecting her own insecurities and views onto others and acts accordingly. She's a fake ass bitch who's just butthurt that Tomoko is able to have friends who genuinely like her for who she is while she has to pretend.

Her being an outsider is irrelevant. Nothing in her arguments about Tomoko would change if she was "in the know" because they stem from superficial interpretations on how friendships work. Also everyone was having a good laugh at Tomoko's antics even before they realized it was Tomoko, she was the only one getting all bent out of shape and caring about sexual harassment. Hell SHE HERSELF was laughing about it until she realized it wasn't who she thought it was. The only reason she had a problem with it is specifically because she views Tomoko as a lesser.

Wow, this character is basically Frank Grimes. Mizuki, or "Grimy" as she liked to be known...

It's amazing that what should have been a beautiful moment completing the circle of Tomoko's growth became, instead, a spontaneous failure out of nowhere. Very on-brand.

Asuka really sees the world through Tomoko-colored glasses.

She really didn't. A lot of Tomoko's success comes from people being intrigued by her or her stumbling into a situation that works out for her.

That's not to say that she doesn't work hard at anything, but even a significant amount of Tomoko working hard comes from people either pushing her to start something or pushing her to not abandon something. Compare with Senpai in Nagatoro: even though he ALSO was extremely lucky at people selecting him for friendship, throughout that series he still puts far more effort into making decisions that counter his crippling anxiety.

She's very lucky, all things considered, and that's not a bad thing, but it does make it understandable why someone would feel angry that a stranger who just sexually harrassed them was seemingly given a free pass because she's female and is supported by an (upon first blush) oddly large friend group. Tomoko's sexual harrassment being treated like a joke by most people doesn't suddenly make it not okay for someone else to actually find it extremely unnerving to be sexually harrassed.

Hey, only Yuri is allowed to physically assault Tomoko! Nemo did it once and got scolded by Asuka. I wonder if we'll get a full arc with the new antagonist girl? Maybe Nico will give her some actual teeth, unlike Fuuka who just turned out to be a big dumb gorilla.
