I still don't trust the 'main temple', it feels like they're just looking for any reason to reseal the tails.
If we logic it out the main temples primary power probably comes from containing the tails, so if the tails become just normal fluffs and not a 'constant existential threat' than other temples may question the need to give the main temple so much power.
(Looking at you Vatican)
