It's not been explained fully at this point in the LN, but I don't know if the manga will explain it properly. The school's upper caste is 8 factions, and they suspect some of those factions are behind the interference with class E. If they can convince 1 or 2 of the 8 to protect them in exchange for votes Student Council Positions they can limit the interference.Tempted to start reading the LN just to see the difference.
