I think you have the best take for this chapter on the whole thread, thank you for your insights.Personally, Takayanagi did outline the main problem with a teacher-student relationship. He only worded it out as "Child Welfare Law" or "School Policy". With that said, I think it's understood for all of us that those laws/policies Takayanagi mentioned addresses the main issue of "power imbalance" and the difference in maturity between adults and teenagers, which is why Takayanagi told the Physics Professor to hide his feelings until graduation so legally, they won't be bound to a "teacher-student" relationship, and morally, the 'student' would have grown to some degree. At this point, how large the age gap could be depends on culture, and what is acceptable in Japan is not acceptable in other countries.
(Edit) Of course, teachers should prioritize the education of their students. At this point I'm just interpreting the story in my own way, but Takayanagi did not do anything significant against MC girl precisely because he believes that the MC girl can still be educated. A teacher who easily gives up on his/her students is not a good teacher at all.
*We should also not forget that this is of course a story written by an author, which means that the circumstances are explicitly created and we know the truth which was that the MC girl had acted out in malice/immaturity, while the Physics Teacher, despite being an adult, is immature when it comes to relationships, setting up a situation where the teacher is the victim while the student is the aggressor. And if sometimes you might find the actions taken as disagreeable, well, ethics and moral philosophy exist so we could discuss about it. As one who just started reading this manga, I sincerely hope that other/future readers won't drop this manga too easily simply because some things weren't explicitly said when the topic/themes the manga is taking on is just too ambiguous/vague to explain in just one chapter.
