They were too over-eager huh.

I think the most sure-fire strat would probably be to start out with at least 1-2 weeks where you don't try to get the new employee to break rules. Prolong the period where they can't tell if the rules are real or not.

Maybe you also make it seem like other people are breaking the rules (e.g. you arrange for them to overhear a maid getting scolded for taking snacks from the kitchen.)

Maybe you also also ask them to do a variety of things that don't break the rules to get them to let their guard down.

Then one day you can casually ask them to get you something from the kitchen.
