Eyepatch lady is the vaudeville dancer called Ruri who just so happened to have also met Tamayama. This implies that she also had time travel experience, hence her obsession with wanting to meet Tamayama again via Sata's connection. The fact that she wore an eyepatch on her left eye which could have plausibly hidden a mole just like Kiwako's was a deliberate design choice by the author.
