What we have here is basically a metaphor of American gun politics vs nanny state gun politics. The (rogue) witch who sold the book and the pen were the American counterpart, representing the right of an individual to possess weaponizable technology, and it being up to the individual themselves to use it responsibly. The glasses witch represent the nanny state's attitude that the common people are irresponsible and incapable of taking care of themselves, thus they need to be protected from themselves by restricting the availability of a whole lot of things.
Japan, of course, is a very famous nanny state in some respects.
