I've been thinking about the brimhats master plan, i admit i don't have a clear image of it but i have the sensation this isn't about controlling Coco directly, i think that for them she the first stone throw on a stale river.

They want to use her to plant new ideas, create those little ripples that will turn in a great wave. And i feel we may be ignoring an important detail, why Coco? Why a little countryside girl to use to achieve their goal? ( well maybe i didn't read every comment closely so if someone pointed that, sorry ) Yeah, i understand that she doesn't have her mind sullied by the mindset of the actual society, but like many of you pointed she isn't guaranteed to want to work with them ( this part i confirmed you guys saying ).

I said up there what they really might be planing but even there must be other ways to achieve that, this or they have the necessity for something more.

I thought, and im working off memory here, the contention, or rather plan, of the Brimhats was to get things how they where back in the old days, where everyone used magic to fullfill their desires. Desires being the key word here, The Brimhat, the flying, misty, smoke like, Brimhat wanted to relieve himself of the burden of flesh, and became smoke, mist, whatever he is now. He desired it so, and used forbidden magic. It is shown everyone in the series desires to do something, whether to hide oneself from others, to bring happiness to others, or bring back a lost loved one.

Coco then will show the witches of now, that forbidden magic can be used rightly, by undoing the magic placed upon her mother. I think this will then encoruge the other witches, that forbidden magic can be used justly, and so use it, and at some point experiment with magic, like ages past, which is the goal of the Brimhats.

I think there is some differences between Brimhat members. That some Brimhats just want to use forbidden magic to achieve their goals, like helping the unlearned, or relieving themselves of deformities. Some, like our misty Brimhat friend, wants to experiment and rediscover the magic of old, at any cost. Some, like our Brimhat friend with the big pointy eye, may just want to spread happiness.

This are my thoughts, and speculations. I probably missed some things, as I just worked off of my memories.

I think Coco herself isn't the savior... It's more like the circumstances were just right for her to become somebody that could change the foundations of magic by doing good.

I'm betting there were a dozen of little books given to children during different festivals and many didn't have the right conditions to do what the Brimhats wanted: they grew older and stopped believing in magic, they lost interest and some even never tried to draw the circles because they didn't know how that worked.

Coco was (un)lucky enough to meet all the necessary conditions to become what the Brimhats want: a way to completely distort the balance between witches.

@mimicking

Cause she's their only patron, thus she saved them from going bankrupt by buying the tiny book, her generous purchase gave them a second chance and thereafter she was seen as a light of hope to the Brimhat Fancy Hats Co. and their future endeavors.

They were able to advertise their fancy brim hats and masks, and started a campaign with her as the mascot girl.

Thats a good dichotomy for the Brimhats vs Council, instead of being careful of not giving magic to shitty humans, they constricted themselves to overtly strict rules, issue with that is shitty people that abusive children can still squeeze in to become witches, simply because they don't disrupt the world. But well intention people don't get to keep their memories and do good with them, because they refuse to be constrained by rules that forbids you from helping people, just because you need to scribble on their skin.
