Trust the process. The Gheer flashback is clearly going somewhere.
I really liked this chapter. Gheer is an intriguing character, after all. Gheer's outburst putting this at the forefront really helps. It also explains how Gheer ended up in his Bureau-scamming days.
Gheer has an interesting relationship with money: he has probably never gotten so much money, or gratification for that matter. It temporarily shook him out of the "dreaming" feeling he has been feeling since his mother's death, like a drug-induced high. As the chapter says, he's twisted by a warped sense of success, finally finding some sort of power and agency in his life.
This chapter sets up a conflict for Gheer: will he see mages as Ralouds or Julios? I'm inclined to think the latter: Gheer refers to Raloud as his "dear little brother" for the first time at the end of the chapter, implying he has started seeing Raloud as something to be exploited. He doesn't care about people in general, and now that he thinks all mages are like Julio, he won't care for Raloud either.
This chapter explains why he betrayed Raloud! Why is nobody talking about that?
